part of the Max Planck Institute’s ongoing research on the European
Union’s rule of law crisis and systemic deficiencies in the rule of law,
the Institute is cooperating with the University of Warsaw Faculty of
Law and Administration. This cooperation has led to two conferences, the
first under the title “Protecting and Advancing the Rule of Law in
Europe”, hosted in Heidelberg on 28 to 30 June 2017, the second under
the title “Protecting European Union Values: Breaches of Article 2 TEU
and their consequences“ on 14 to 15 September 2017 in Warsaw. The
conference in Warsaw will be followed by a conference volume, which will
assemble contributions by its participants. A report and material on the Warsaw conference is already available.
The project aims at bringing together scholars and practitioners to share their views on the ongoing development on the EU’s rule of law crisis. A special focus of the project is on the doctrinal understanding of the crisis and tools under discussion to handle it. In particular, legal specialists from Eastern Europe exchange views with scholars at the Max Planck Institute and other institutions. While the project is the expression of a profound concern as regards the ongoing crisis it does not presuppose a specific legal or political view. Opinions among participants cover a broad spectrum.
