Dr. Mariela Morales Antoniazzi has been working as a research fellow at the Max Planck Institute for Comparative Public Law and International Law since 2006, where she also leads the Ius Constitutionale Commune en América Latina Project (ICCAL). The term describes a regional approach to transformational constitutional statehood and aims to change political and social realities through a concerted strengthening of human rights, democracy and the rule of law. Parts of the research project are embedded in the Leibniz Programme of the German Research Foundation "Strukturwandel des öffentlichen Rechts" (Structural Change in Public Law).
Before joining the Max Planck Institute, she worked as legal advisor at the Consulate General of Venezuela in Frankfurt am Main (2001-2003) and as coordinator of international relations at the Law Faculty of the Andrés Bello Catholic University in Caracas.
After studying law (1985) and the postgraduate course "Criminal Law and Criminology" (1988) at the Law Faculty of the Andrés Bello Catholic University, she worked for two years as a lecturer and private lecturer at the above-mentioned university. Subsequently, she was Director of the National Commission of the Federal Ministry of Justice for Legislation, Codification and Jurisprudence in Caracas (1989-1991) as well as Director of the National Institute for Children and Youth of the Venezuelan State of Miranda (1991-1993). From 1993-1996 she occupied the following positions in the Venezuelan State of Aragua: Minister of Internal Security, Secretary General of the Government and Deputy Prime Minister of the State of Aragua. In 1996, she founded the NGO "EnCambio", based in Maracay, Venezuela, of which she was director until 1997, before working as legal adviser to the Venezuelan National Commission against Illicit Drug Abuse (CONACUID) from 1997-1998.
In her dissertation (UNAM 2015) entitled "La protección supranacional de la democracia en Suramérica. Un estudio subre el acervo del ius constitutionale commune" she deals with the formation of an ius constitutional commune for the protection of the triad "democracy-human rights-social rights" in South America.
