b. Weltraumrecht

    42. Im Committee on the Peaceful Uses of Outer Space der Generalversammlung der Vereinten Nationen unterstrich der Vertreter Deutschlands die Bedeutung der Behandlung von Abfallfragen im Weltall für das künftige Weltraumrecht.

    "The scientific and technical committee should now concentrate on space-debris which is widely regarded as the most pressing problem endangering safe space flight. This requires intensive research and extensive information about the scientific findings obtained so far. As reported in the sub-committee, Germany has continued to pursue its technical research programme on space-debris and has submitted this year again a working paper on these activities (A/AC.105/542/AT.2) describing the results of our investigations into general orbital debris evolution and specific technological protection work. On the initiative of the European Space Agency (ESA), the first European Conference on Space-Debris was held in Darmstadt, Germany from 5-7 April 1993, bringing together 241 experts from 17 countries, including China, India, Japan, the Russian Federation and the United States. [...] The German delegation emphatically supports the move to put space-debris on the agenda of the next meeting of the scientific and technical sub-committee."88
    Der deutsche Vertreter betonte weiter, daß die Zusammenarbeit mit Entwicklungsländern im Bereich der Weltraumaktivitäten ein wichtiges Instrument zur nachhaltigen Entwicklung sei:
    "With regard to international cooperation in space activities, my delegation realizes that there is a steadily growing impetus towards integrating the developing countries' interests. [...] My delegation is following with great interest developments in this field, which we regard as an important pool to strengthen sustainable development."89
    In einer weiteren Sitzung des Committee on the Peaceful Uses of Outer Space sprach sich der deutsche Vertreter gegen eine Definition und Abgrenzung von Luft- und Weltraum aus:
    "Concerning the sub-committee's agenda item 4, on definition and delimitation of outer space and on the geostationary orbit, my delegation continues to believe that any premature delimitation of air and space that is not based on solid criteria would only impede the further development of space technology and thereby contradict the principles of rational use not only of the geostationary orbit but of outer space as a whole."90

    43. Vom 4. bis 7. Juni 1993 wurde zwischen der Europäischen Wirtschaftsgemeinschaft und der Russischen Föderation ein Abkommen über Raumfahrtdienste mit quotiertem Zugang von russischen Trägerdiensten auf dem Weltmarkt ausgehandelt91. Der Ausschuß für Forschung, Technologie und Technologiefolgenabschätzung empfahl dem Bundestag, das Abkommen in einer Entschließung zu begrüßen und zugleich die Bundesregierung aufzufordern, eine Einhaltung der vereinbarten Quoten unter allen Umständen sicherzustellen92.
