World Court Digest

Preface to printed Volume 3

The first two volumes of the World Court Digest cover the periods 1986 to 1990 and 1991 to1995 respectively. We are happy to issue the third volume, covering the period from 1996 to 2000. We hope that the new Digest will be useful for all those interested in the case-law of the International Court of Justice.

Although the decisions of the Court are nowadays easily accessible through electronic data systems, we are of the opinion that a systematic analysis is still useful for all those who wish to find the most recent position of the Court on a particular problem. As the two previous volumes, also this third volume will be made available through electronic data on the homepage of the Max Planck Institute for Comparative Public Law and International Law.

In the period under review, the Court has been extremely busy due to its extraordinary workload. That is the reason why the official publication of the decisions in the Reports of Judgments, Advisory Opinions and Orders, which will allow the accurate citation, will take some time. After due consideration, we decided therefore to publish this volume although we cannot yet cite the page of the Reports where the excerpt will be found later, but only the paragraph(s) of the relevant judgment.

The Digest has been prepared by a working group at the Max Planck Institute composed of Nico Krisch, Karin Oellers-Frahm, Christian Walter and Andreas Zimmermann.

The present volume will be devoted to the remembrance of Hermann Mosler, former Judge at the International Court of Justice and Director of the Institute.
