Seit Juni 2005 arbeitete das Institut im interdisziplinären EU-Exzellenznetzwerk „Wider Europe, Deeper Integration – Constructing Europe“ (EU-CONSENT) mit. Vor dem aktuellen Hintergrund der Ablehnung des Verfassungsvertrages und des Streits um die künftige Finanzierung und Erweiterung der Union entwickeln in ihm 25 Forschergruppen aus 22 EU-Mitgliedstaaten sowie drei Kandidatenländern Szenarien und Strategien für die Zukunft der Union. Dass eine europaweite Verknüpfung der Forschung zu diesen Themen vor dem Hintergrund der gegenwärtigen Krise aktueller und notwendiger ist als je zuvor, zeigt die breite, oft aber mit diffusen Argumenten geführte, sehr heterogene und oft konzeptlose Debatte zur Zukunft der Europäischen Union in Politik und Wissenschaft aller 25 Mitgliedstaaten.
Die Arbeitsgruppe um
Im Rahmen des Projekts wurden zwei bilaterale Tagungen durchgeführt (Ein interdisziplinäres Arbeitstreffen zu dem Thema „The Prospect of a European Republic: What European Citizens are voting on?” am 27. April 2006 in Heidelberg und ein EU-CONSENT Gastvortrag am 5. Mai 2007 in Prag von Professor Armin von Bogdandy zu dem Thema „Cultural diversity in the EU. An evaluation under international law”); zudem haben zahlreiche Mitarbeiter an weiteren Projekten teilgenommen, insbesondere hielt Professor Mahulena Hofmann am 6. Februar 2007 einen EU-CONSENT Gastvortrag an der Universität Köln über den rechtlichen Rahmen des EU-Erweiterungsprozesses. Weiter hat Maja Smrkolj im Mai 2007 an der Konferenz der European Union Studies Association in Montreal teilgenommen und auf dem Panel zu den Folgen der Erweiterung für die Außen- und Sicherheitspolitik der EU ihren Beitrag mit dem Titel „Difficult steps to the enlargement of the EU (some legal aspects): EU’s foreign policy prior to the enlargement - the case of Western Balkans” präsentiert.
Im März 2008 hat in Prag ein interdisziplinäres Arbeitstreffen der Arbeitsgruppe zu dem Thema „Different Approaches to the Constitutionalisation of EU Enlargment“ statt gefunden, an dem Felix Hanschmann und Maja Smrkolj mit eigenen Beiträgen teilgenommen haben. Maja Smrkolj, die seit Sommer 2007 für die Koordinierung der Beteiligung des Institutes am Projekt zuständig war, hat ferner an dem EU-CONSENT Workshop "Europe Reloaded: Differentiation or Fusion", in Köln im März 2008, an dem zweitem Arbeitstreffen der sog. EU-CONSENT Task Force Research Frame, in Rom im September 2008 sowie an dem abschließenden Treffen des Netzwerkes, in Brüssel im März 2009 teilgenommen.
