Single Project: Support in establishing an Afghan college for administration

Introduction / Discription

To promote the sustained development of Afghan administrative structures based on the rule of law, and under constitutional provisions, the MPI is supporting the establishment of college for administration in Afghanistan. By request of the Afghan Independent Administrative Reform and Civil Service Commission (IARCSC) and with the financial support of the German Federal Foreign Office, an international meeting of experts was held in February 2004 in Heidelberg. Based on the results of the meeting, the MPI drafted a concept paper surveying and evaluating various national models (above all, Germany, France, Great Britain, the USA, India, and Egypt) for their applicability in the Afghan context. The paper was submitted to the IARCSC and henceforth serves as a basis for undertaking further practical steps toward establishing such a college.
All international contributors assign the highest priority to reform, or construction, of administrative structures in Afghanistan. Members of the MPI staff, following the Heidelberg meeting of experts, have collaborated with, among others, the World Bank and the UNDP in the implementation of the Priority Reform and Restructuring (PRR) program. Based on these experiences, the European Commission has entrusted the MPI, in cooperation with the French Ecole nationale d'administration (ENA), with the preparation of a formal feasibility study for an Afghan college for administration. The study was completed in September 2005 and submitted to the European Commission and Afghan agencies, thereby clearing the way for disbursement of already available European funds for the college's establishment.
Building construction began in summer 2005 with Korean assistance, and the start of vocational training can be expected in winter semester 2006.
