[p. 11] Whereas, so far as the administration of the dispute area is concerned, the Chamber does not, at the stage of provisional measures, consider itself empowered to modify the situation which prevailed before the armed actions leading to the filing of the Parties' requests; and whereas it is necessary at all events to avoid prejudging in that connection the existence of any specific line;
Whereas the decision rendered in these present proceedings must not prejudge any question relating to the merits of the case brought before the Chamber, and must leave intact the rights of the Parties in that respect.
