Main Fields of Research:

Constitutional Law: especially access to justice and judicial review; German, European and international Administrative Law; Constitutional foundations and general principles of Administrative Law; -Procedural Law; Administrative Law in multi-level systems (“European Composite Administration”); Theory of Administrative Law and Governance: Co-initiator of the so-called "Neue Verwaltungsrechtswissenschaft” (“New Academic Approach in Administrative Law”) and co-editor of the corresponding books “Grundlagen des Verwaltungsrechts” (2nd ed. 2012/2013), together with Wolfgang Hoffmann-Riem and Andreas Voßkuhle; Comparative Administrative Law.


Academic Career:

1958-1963 Studies in law and classics at the Universities of Göttingen and Geneva.

1967 Doctor of Laws, Faculty of Law, University of Göttingen.

1971 Habilitation by the University of Göttingen.

1972-79 Professor of Law at the University of Bochum, and for several years judge (part-time) at the Higher Administrative Court of North Rhine-Westphalia.

Since 1979 Professor of Law at the University of Heidelberg. Director of the Institute for German and European Administrative Law; since 2006 emeritus.

Doctor honoris causa: National and Kapodistrias University of Athens, the University of Huelva, and the University La Sapienza Rome.
