1. Für die Europäische Union wies Deutschland in der Generalversammlung auf die Bedeutung von Menschenrechten und Demokratie hin:1
"The European Union's position with regard to the interrelated and mutually reinforcing connections between democracy, human rights and development is well-known. We believe that the strengthening of democratic institutions which guarantee the rule of law, the promotion of the values of democracy and respect for human rights is of paramount importance. We think that these principles not only widen the possibilities for citizens to participate in political decisions but will also provide economic impetus to society."2 |
2. Fragen der Nichteinmischung und Souveränität spielten im Berichtsjahr verschiedentlich eine Rolle. Im Hinblick gerade auf kleine Staaten betonte Deutschland für die Europäische Union:
"... we adhere strictly and unequivocally to the principle of sovereignty and territorial integrity of all States, irrespective of their size, as well as all other principles enshrined in the United Nations Charter. It is our firm conviction that these principles apply to all States equally. Accordingly, the United Nations Charter rightly affirms the principle of 'equal rights of nations, large and small'."3 |
"Rußland bleibt ein erstrangiger weltpolitischer Akteur: das belegt schon sein ständiger Sitz im Sicherheitsrat der VN. Jedoch: Altes Denken in Einflußzonen ist heute überholt. Der Begriff des 'nahen Auslands', den wir jetzt gelegentlich aus Moskau hören, ist mißverständlich, er paßt überhaupt nicht in eine Zeit globaler Interdependenz."6 |
"In our opinion, this draft detracts from efforts made by many States throughout the world to genuinely enhance the effectiveness of the principle of periodic and genuine elections. The European Union is fully committed to the principles of the Charter, to which the draft resolution refers. The Union objects, however, to any selective use of the Charter to justify the denial to the people of their rights to free and democratic elections."8 |
3. Im Hinblick auf die Agenda for Development führte Außenminister Kinkel vor der 49. Generalversammlung der Vereinten Nationen aus:
"Für die Europäische Union lautet die angemessene Antwort auf diese globalen Herausforderungen:
– Stärkung der VN und des Multilateralismus zur weltweiten Friedenssicherung – Ausbau der präventiven Diplomatie und der Konfliktverhütung in den VN und in regionalen Institutionen – Achtung der Menschenrechte in der Welt und Herrschaft des Rechts – Ausbau der Entwicklungszusammenarbeit und der Zusammenarbeit in und zwischen den Regionen."9 |
4. Deutschland hob namens der Europäischen Union weiterhin hervor, daß es eine klare Beziehung zwischen politischer Stabilität und Entwicklung gebe. Der deutsche Vertreter führte aus:
"Peace as the foundation, the economy as the engine of progress, the environment as a basis for sustainability, justice as a pillar of society and democracy and good governance, these dimensions are the cornerstones and foundations for development. The respect for human rights including the right to development is a prerequisite for actions taken by governments."10
"There is a need to recognize the increasing diversity of the developing world and the growing differentiation among developing countries. Several developing countries are now key actors in the world economy and should play an increased role in development cooperation efforts. There is also a need to recognize the role of new actors in development including non-governmental actors."11 |
"We support a broad vision of development encompassing the five dimensions peace, the economy, the environment, justice and democracy."12 |
5. Im Hinblick auf den Terrorismus führte Deutschland für die Europäische Union in der Generalversammlung aus:
"The European Union has emphasized time and again that, no matter how legitimate a cause may be, it can never justify acts of terrorism. What is more, such acts detract from the cause, however just, that the perpetrators claim to be championing. In addition, terrorist acts negatively affect relations among States and thereby endanger the stability of the international order."13
"These acts endanger and cause the loss of human lives, undermine human dignity, democracy and the rule of law."14 |
"Furthermore, the organization of such a conference might perpetuate the misconception that there is a link between terrorism and the exercise of the right to self-determination."15 |
6. Für die Europäische Union begrüßte Deutschland den erfolgreichen Abschluß des Entwurfs der Völkerrechtskommission zu einem Statut für einen ständigen internationalen Strafgerichtshof.16
